
Cleveland Fire Brigade has today (Monday 15 September) launched a 12-week public consultation on its draft Community Risk Management Plan (CRMP) 2026–2030, which sets out how the Brigade will continue to protect and serve the communities of Hartlepool, Middlesbrough, Redcar & Cleveland, and Stockton-on-Tees over the next four years.
The CRMP is the Brigade’s most important strategic document. It outlines how the service identifies, prevents, and responds to risks in local communities, and sets priorities for the future.
The draft plan has been shaped by incident data, risk modelling, and feedback from staff, partners, and members of the public during a pre-consultation earlier this year. It addresses the changing nature of risk across Teesside – from climate-related challenges such as wildfires and flooding to the evolving needs of vulnerable individuals and high-risk premises.
The CRMP also sets out strategic priorities across six pillars including:
- People (Create a supportive, inclusive, and safe workplace culture)
- Prevention (Work collaboratively to prevent harm and protect communities)
- Protection (Target fire risk reduction through engagement & compliance)
- Response (Deliver a reliable, effective, and well-resourced emergency response)
- Resources (Ensure sustainable, efficient, and future-ready operations)
- Strategic Planning (Strong governance, collaboration, and communication to drive improvement and manage risk)
Chief Fire Officer, Peter Rickard said: “We are pleased to introduce Cleveland Fire Brigade’s draft Community Risk Management Plan (CRMP) for 2026–2030. This draft plan sets out our strategic priorities and outlines how we will continue to protect and serve the communities of Hartlepool, Middlesbrough, Redcar & Cleveland, and Stockton-on-Tees.
Our CRMP is built on a robust evidence base, in consultation with our staff, partners, and communities. It reflects the changing nature of risk across our region and shows our continued commitment to delivering a fast, effective, and professional fire and rescue service for the people of Teesside.”
Members of the public, businesses, and partners are now invited to review the draft plan and share their views to ensure the proposals reflect local needs.
