The Audit Commission’s "Rising to the Challenge" report challenges Fire & Rescue Authorities (FRA) to consider those areas where they might improve efficiency and effectiveness.  This report  indicates how well Cleveland Fire Authority performs under the 4 headings of Cost of the Fire Service, Efficiency Challenge, Performance Challenge and Managing People.
