Clerk
The role of Clerk to the Fire Authority is particularly significant in supporting Members in balancing the respective interests of the constituent authorities with the operational demands of the Fire Service. The Clerk provides leadership, strategic direction, policy advice to support the Fire Authority in its statutory duty to secure an efficient and effective Fire Service for the Cleveland Fire Brigade area.
Treasurer
The Treasurer fulfils the role of "Responsible Financial Officer" for the purposes of statutory functions set out in various statutes from time to time, including but not confined to Section114 of the Local Government Finance Act 1988 and the Local Government Finance Regulations 2000. As a precepting Authority it is beneficial for the Treasurer's role to be independent of each of the constituent authorities. The Treasurer ensures there is a strong financial management, underpinned by effective controls and a prudential financial framework for budgeting and control of expenditure. The Chief Financial Officer of Hartlepool Borough Council is the Deputy Treasurer who provides financial support related to the day to day financial management strategic advice and cover in the Treasurer's absence.
Legal Adviser/Monitoring Officer
The statutory role of Monitoring Officer is provided by the Chief Solicitor of Hartlepool Borough Council. In accordance with section 5 of the Local Government & Housing Act 1989 he is subject to a duty to report to the authority if he becomes aware that the authority has acted or proposes to act in contravention of any enactment or rule of law or in a manner that amounts to maladministration. As the Legal Adviser, he provides advice and support in matters of propriety, governance and general legal advice.
